Highlights

  • A 57-year-old Berlin businesswoman, Ilona W., holding both German and Ukrainian citizenship, has been formally charged with intelligence activities on behalf of Russia.
  • Prosecutors allege she utilized her extensive network from a marketing firm and a lobbying association to aid a Russian intelligence operative.
  • She is accused of providing information on significant events and facilitating access for the Russian officer, sometimes under an assumed identity.
  • The indictment claims she attempted to recruit individuals from Germany's Defense Ministry and the arms sector.
  • Furthermore, she allegedly gathered details concerning German defense strategy and the defense industry, particularly in relation to the conflict in Ukraine.

Details

German federal prosecutors have brought charges against Ilona W., who was apprehended on January 21 and remains in custody. She is suspected of collaborating with the intelligence service of a foreign nation. According to the prosecution, Ms. W. managed a marketing company in Berlin and presided over a lobbying group, which afforded her considerable connections within military and political circles. Starting from at least October 2023, she purportedly engaged with a dedicated Russian intelligence officer stationed at the Russian Embassy in Berlin.

The indictment states that Ilona W. frequently supplied the officer with intelligence regarding prominent gatherings and assisted him in gaining entry, occasionally using a false name. Prosecutors assert that the objective was to enable the Russian intelligence officer to cultivate his own network for intelligence purposes. She is also accused of personally attending functions to pinpoint valuable contacts and potential targets. The allegations include her efforts to enlist individuals from the German Defense Ministry and the armaments sector, and her pursuit of information on German defense policy and the defense industry for her Russian contact, particularly regarding Russia's conflict with Ukraine.

These charges were submitted last week to the state security division of Berlin's Higher Regional Court. Following Ilona W.'s arrest, Germany expelled the suspected Russian intelligence officer linked to the case. This action prompted a reciprocal move from Moscow, which then expelled a German diplomat.

Why it matters

This case underscores the ongoing presence of foreign intelligence operations within Germany, highlighting increased interest in German defense policy and industry, especially in the context of Russia's war against Ukraine. The accusation of espionage against an individual with high-level connections raises significant national security concerns and emphasizes the persistent challenges in countering such activities.
